Engineering
Our engineering work includes a mix of public and private projects. For public projects our work includes analysis, study, and design of water, sanitary sewer, and storm water utilities; design of roadways, site plans, utilities, parks, fish passage improvements, fire safety/suppression systems, and irrigation systems. For private projects, we provide site planning for commercial, industrial, and residential developments. These projects involve multiple facets of civil engineering, including site selection and layout, design, permitting, and project management. |

Surveying
As possibly the oldest land surveying company in Skagit County, Leonard, Boudinot & Skodjes experience and survey records, including historical maps, are unsurpassed. Our survey crews utilize robotic total stations and a Global Position System (GPS) for RTK and fast static capability. We use Trimble GPS equipment and related software. With our GPS, our field crews accuracy, speed, and efficiency are increased, allowing us to be even more responsive to our clients projects. SiteVision, AutoCAD, Civil 3D and Surveyors' companions and ArcView are the software most commonly used with our survey departments in-house team, along with a color plotter for rendering detailed maps, plans, and public presentation materials.
Our full spectrum of survey services include topographic, hydrographic, boundary, and construction surveys. We have a thorough knowledge of right-of-way issues and right-of-way acquisition requirements. We are capable of providing a complete range of surveying, including binding site plans, long plats, short plats, aquatic land leases, condominium surveys, lot line adjustments, and legal descriptions.

Planning and Permitting
As land use becomes more and more complicated, we are frequently called upon to assist our clients in obtaining permits, assessing impacts on the environment, coordinating public outreach, and evaluating specific property development potential. We are very familiar with local, county, and state ordinances and regulations. We regularly work with state and federal offices including the Departments of Ecology, Health, and Transportation, Fish & Wildlife, and the Corps of Engineers. We prepare environmental checklists and assemble the necessary information and reports to substantiate mitigation measures. A large number of our clients projects have been funded by block and other grant funds and, in working for them, we have gained extensive experience in assisting with the proper reporting requirements. |

Construction Management/Inspection
Our project engineers are responsible for a project from preliminary planning through construction and project close out. We employ engineers who are specialists in construction project management and construction observation. Our construction managers are responsible for holding weekly project meetings with contractors and owners, reviewing and approving submittals from the contractor, and for checking and preparing requests for payment from the contractor. |
